The United States has officially lifted sanctions on Bel-Kap-Steel, a Miami-based company engaged in a joint venture with the Belarusian Steel Works (BMZ), a major state-owned metallurgical enterprise in Belarus. This move marks a significant shift in US policy towards Belarusian industry amid ongoing diplomatic negotiations and the release of political prisoners in Belarus.

Context and Background of Sanctions

Bel-Kap-Steel was added to US sanctions lists in August 2023, coinciding with similar restrictions imposed by the European Union. The sanctions targeted entities seen as financially supporting the regime of Belarusian President Alexander Lukashenko. The BMZ, the controlling company in the joint venture, is recognized as one of the top five state enterprises in Belarus, producing diverse steel products for both domestic consumption and export. "BMZ is one of the largest state enterprises in Belarus, generating millions in revenues that support the Lukashenko regime," US Treasury officials noted in 2023.

The inclusion of Bel-Kap-Steel on the sanctions list was part of a broader strategy to pressure the Belarusian government over human rights violations and political repression.

Since late 2025, Belarus has undertaken large-scale releases of political prisoners as part of negotiations with the US. In April 2026, a high-profile prisoner exchange involving Poland and Belarus further underscored thawing relations.

Measures have been rolled back against Belinvestbank, the Development Bank of Belarus, and the Ministry of Finance. Notably, sanctions on major Belarusian potash producers such as Belaruskali and the Belarusian Potash Company have also been fully removed.

Bel-Kap-Steel's sanction removal fits within this broader context of attempting to normalize economic relations and encourage further reforms through engagement rather than isolation.
